State Policy Update
This week is the final week before the Legislature’s second funnel deadline (March 20). To remain eligible for consideration this year, most bills must advance out of a committee in the opposite chamber by that date. After the funnel, House committee work will largely conclude except for Appropriations and Ways & Means. Limited floor debate is expected as legislators focus on meeting the deadline.
Last week the Senate advanced their property tax proposal out of committee. Senator Dan Dawson said the goal is to pursue significant changes to the current property tax system, which he noted can create uncertainty for local governments as they plan budgets. The bill is expected to be released publicly this week. The Economic Alliance is advocating for balanced reform that doesn’t shift the tax burden and allows local governments to continue services businesses rely on.
Lawmakers are also beginning to shift focus toward the state budget following the March meeting of the Revenue Estimating Conference (REC). The REC slightly lowered the state’s revenue forecast from its December estimates, noting that Iowa’s economy remains strong.
Local Policy Update
Support the Morgan Valley Energy Center – Local business leadership is needed to ensure our region continues to have the reliable, cost-effective power required for economic growth. Alliant Energy is proposing the Morgan Valley Energy Center, a natural gas-fired facility in Linn County designed to balance renewable and traditional energy resources.
We are calling on business leaders to attend the upcoming Iowa Utilities Commission (IUC) public meeting to speak in support of this critical infrastructure.

Federal Policy Update
U.S. Customs and Border Protection (CBP) submitted a tariff refund proposal to the Court of International Trade. The Economic Alliance is working with the U.S. Chamber to ensure the administration’s approach as constructive and practical.
We support a plan that would administer refunds efficiently, expeditiously and spare small businesses from having to litigate to receive what they’re owed. Watch for implementation updates as the court and administration move within the 45-day window.
The U.S. Chamber has published guidance to help small businesses determine whether they paid IEEPA-based tariffs and how to prepare for a potential refund process. We will continue monitoring developments and keeping members informed as federal trade policy evolves.
